We are the Union of Soviet Socialist Republics (U.S.S.R.), more commonly known as the Soviet Union - A Multi-party socialist state dedicated to protecting the rights of the proletariat! We have fought back and defended the workers, peasants, and heroes of the Motherland from the Imperialists from east and west. The rights of the peasants, soldiers, and heroes of the Union, taken away by the traitors of the worker's revolution, will get their revenge and their well-deserved reward.

The Soviet Union holds the banner of the Worker's Revolution! Our Red Army stands guard from the plains of Ukraine to the deserts of Kazakhstan, from the mountains of Siberia to the cities of Moscow! Under the Great Spirit of Lenin, the Soviet people will ride onwards to Victory!

Born to a peasant family on a Soviet farm in Novosibirsk Oblast. He is a young, thin, somewhat short man. However, he showed unparalleled success in the military academy and has risen through the ranks of the Soviet Armed Forces since he enlisted in 2006. He has recently been promoted to Marshal of the Soviet Union for his actions in helping revolutionize the Soviet Military. He also holds the titles of Minister of the Interior and Admiral of the Fleet. in February 2017, he was promoted to Admiral of the Fleet of the Soviet Union after the resignation of Vladimir Zhapovalov from the latter position. On September 18th, 2017, he was promoted to the rank of Generalissimo of the Soviet Union, the highest possible rank in the USSR. This effectively makes him supreme commander of the Soviet Armed Forces.

These are core states of the Soviet Union. Thus, they are subject to the laws made by the Supreme Soviet, and they are also directly controlled by the Soviet Union.

Autonomous Territories (Socialist Commonwealths)

They are territories that the Soviet Union has insight, but ultimately no control over. They provide security for the Commonwealths, but they do not have any control over their governments, laws, or people. Thus, there can be radical differences based on the Socialist Commonwealth.

General Order - 1

The Reformed Soviet Anthem - The State Anthem of the Union of Soviet Socialist Republics - playing on Radio Stalingrad.

"Our lands are now secure. The West has been decisively defeated by the imperialists. The East has been crushed by the Revolution. However, the revolution cannot rest, for yet more threats arise!"

-Major administrative divisions will take place.

  • The Russian Socialist Federative Republic will incorporate the South, Volga, Northern Caucasus, and Central Districts from the former Russian Federation (The entirety of the Northwest has been taken by Bork)
  • The Siberian Socialist Federative Republic will incorporate the Siberian and Ural Districts.
  • The Khabarovsk Socialist Federative Republic will incorporate the entirety of the Russian Far East.

-With the takeover of Italy and Spain, as well as a huge border reinforcement, tensions between the GGR and the Union are now high. In response to the new series of border defenses, the CCCP will form two new Army Groups - the 1st and 2nd Russian Front will see service as fallback army formations.

  • Consequentially, a series of secondary defenses will be placed within the border of Russia. It will have an in-depth trench system complete with multiple underground communication relays.

-With the takeover of the Russian Federation, there have been some new rights granted to all citizens of the CCCP.

  • Atheism will no longer be a requirement to enter the Worker's Revolutionary Party. However, super-zealous fanatics will still be denied membership due to radicalism.
  • Economic restrictions have been lifted in terms of small-scale commercial investments.
  • Furthermore, communes have been divided into small plots for farmers to work on. Such plots are still government subsidized in order to prevent farmers from being foreclosed.
  • The discrimination of minority groups within the Union is now a punishable crime that can warrant a trip to Administrative Labor Camps.
  • ALL resource distribution centers will now be automated, no longer resulting in massive surpluses in one region and massive shortages in another. Central planning has been tossed in favor of more efficient methods that can serve the revolution.

-The Navy is once again undergoing a massive expansion. Previously, it focused on the large striking ships like the Ukraina, Belorussia, Rumyniya, and Bolgariya. Now, the focus has been shifted to medium-sized battleships with fewer than 7 turrets.

-The Army is getting an equipment overhaul. As a return of gratitude towards Vietnam, most, if not all of the equipment blueprints made by the CBE will be sent there as compensation from previous trades.

-Continued internal pressures have forced the current Assembly of the Supreme Soviet, along with the respective socialist republics in Ukraine, Byelorussia, Romania, Bulgaria, and others have agreed in forming the Internal Commissariat in order to counter insurgencies, suppress massive dissent, and support the current Worker's Party of the Soviet Union.

-The construction of state-owned civilian factories, as well as the passing of major governmental public institutions, will begin. This is a response to radically changing social conditions within the Soviet Union - the command economy model of governance has been proven to be insufficient in keeping reliable growth.

-The distribution of Governmental resources has been changed drastically. Due to the rapidly changing circumstances within the country, the partition of most governmental initiatives has been reworked to:

  • Variable Spending (Money that can be quickly allotted to another sector of the economy): 2.5% of the economy
  • Food $ Agriculture: 2.5%
  • Civil Transportation: 2.5%
  • Unemployment & Labor: 5%
  • Scientific Development/Design Initiatives: 5%

-The further stacking of artillery, armies, and other such acts of heightened tensions have prompted the Soviet Union to once again raise the budget allotted for civil defense. A new military district will likely be founded near Ukraine - the 2nd Ukrainian Military District.

  • To coincide with the month of February and the February Revolution of 1917, new "Guards Divisions" will start being trained. They are predominantly units that saw service throughout the Russian Civil War.
  • More spending has been sent to Research and Development in order to come with more economically efficient designs, but still effective designs.

Other changes:

  • State censorship has been tossed in favor of a more limited press. While subversive elements in newspapers will still be eliminated, the Government will no longer run the sole newspapers in the country.
  • The slandering of past Russian and Soviet History in school will be forbidden.
  • While the previous Soviet Constitution made women equals to men, the new General Order will make sex discrimination through pay and removal of rights a federal crime.
  • The VK has been given more funding in order to cover more parts of the Union.
  • Alternate communist parties have risen. While the Communist Party of the Soviet Union still remains by far the largest party in the CCCP, the Stalinist Worker's Party, the Alternate Labor Party of the Soviet Union, and other socialist political circles has sprung up. This necessitates State Duma elections that will happen every 4 years.

The Era of Reforms continue.

-Corruption will now be actively investigated regularly, and all reports of corruption will result in further questioning and evidence gathering. Anyone who has been convicted of state-endangering corruption will be promptly fired, have his/her wealth removed, and sentenced to 10-20 years in prison (without parole).

-Migrants will have a background check conducted. Those who fail to pass will be promptly sent back. Those who cannot be checked but still want to enter the CCCP as a citizen at that point must go through an indentured worker process - where a migrant will be sent to a labor camp to work for 5 or so years. If no major instances occur, then the migrant will be instated towards the CCCP as a full citizen.

-The official "standardized wage" of the past Soviet Union, in which all workers were paid near or the same amount of money for their labor, is now abolished. In its place, though, is a regulated minimum wage that sets quotas for different types of workers. More professionally trained people like Engineers and Doctors will on average receive much higher wages than the average industrial work, but are also subjected to higher taxes. This is to revitalize the economy by taking lessons learned from the time of 1980-1991.

-The Union will send an extra 1% of its entire economy towards the expansion of education. This will be manifested through the construction of more schools, libraries, universities, and the hiring of teachers, staff, etc. Furthermore, schools must meet certain criteria in order to legally teach students. Schools which fail to hit the criteria must either be renovated, rebuilt, or destroyed.

-The CCCP will spend it's last 1.5% of its variable economy in the exploitation of natural resources, like oil, iron, and more. Such resources can stimulate the economy through exports - especially resources like refined oil, enriched metals, etc. etc.

-The airline industry in the Soviet Union will become government subsidized - while the government will still provide funding to ensure that airlines can connect one section of the Union to another - the government will no longer have complete control over the industry.

-The reunification of pre-1939 soviet territory means that the Soviet Union will formally end all maneuvers and plans towards former soviet countries. The only country that is to be left out completely would be Georgia, whose sentiment towards the Soviet Union is negative.

General Order - 4

The Era of Reforms has ended. The Soviet Union's social issues that plagued the 1980's are now a thing of the past. Now, the only agenda left is the continued survival of the Soviet Union.

-ALL of the military districts will be renamed relative to cities in order to prevent confusion on their location.

-The raising of yet another Military District has been necessitated due to the continued buildup of forces within the GGR wall. This particular district will be placed at Stalingrad (which, due to popular sovereignty, was renamed from Volgograd).

-Trade of resources between Israel and Bork has increased due to -REDACTED-. They will receive strategic resources like ores, alloys, furs, etc. etc.

-More civilian factories have been built at the Siberian SR. Overall, it has been reported that out of all of the Soviet Republics, the Siberian and Khabarovsk SR's have grown tremendously - with the Far East's total population going from 500,000 people to an almost double 900,000 people. Most of the new-comers are refugees from war-torn Northern Korhal.

-Factories will be regularly checked to ensure that they maintain their efficiency statistics and production quotas. This is a response to the high military prices - by improving efficiency through the removal of unnecessary and battlefield-disproved equipment and weaponry, as well as the efficiency of creating even simple materials like nuts and bolts, the Union can devote more of its economy towards other matters.

-Secret: In order to project the influence of the Soviet Union to other countries, the government has allowed the rebels one Mockba-class Battleship to use in countering enemy forces. The Assembly of the Supreme Soviet will also send their Red Guard militia units to gain experience in Korhal.

-The expansion of all branches in the military will improve. Currently, the influx of officers has forced the Union to improve it's selection criteria.

-With the introduction of several MBT classes, there will be a major restructuring in all armored divisions within the Soviet Union. The Type-122 will continue to see service, but all military factories will be set out to make newer designs based on the T-85 and the T-99.

-The budget has changed for the economy again, based on new circumstances.

-The annual census of the Soviet Union has been completed. With the annexation of the CAU more or less complete, the total population is 370 million people, of which 26 million are not official citizens of the Soviet Union (all citizens from the CAU who have been annexed are granted Soviet citizenship immediately).

-There will be a "quality standard" quota for most military equipment to prevent the influx of shoddy equipment within our ranks. Anyone who is caught deliberately sabotaging the quality of military equipment in the manufacturing process will be detained and his position released.

-All hardline traditionalist thinkers have been removed in positions regarding scientific development, design bureaus, and military distribution. From now on, rank is based on merit and the progressiveness of thinking, not through corruption and bribes.

  • Those who object to being removed will have a chance to plea for their reinstatement. Those who fail that and still refuse to surrender their position will be detained by the VK.

General Order - 6

-The threat of the imperialists has grown yet again - with the establishment of the Southern Pacific Empire. With this, military development has jumped to previously unheard of levels, and more of the army is starting to mobilize. The CCCP hopes to hire another attachment of Red Guards, as well as several new Military Districts to defend its eastern borders.

-The VK will be expanded and will start its own "defense initiatives" by going towards civilian communities and training them for use in later battles. These civilians will likely not join the armed forces - but their newly found experience would prove useful should the Union ever have to go on the retreat. The VK itself will be granted an additional series of rights in order to stop subversion, espionage, and deliberate sabotage from other nations.

-The threat has also been extended to the West. The subsequent rebirth of the Korhallian Empire will make it unlikely that they will refuse to enter a war against us in a later date. This necessitates a much larger force buildup within the heart of Russia.

-The wholesale production of massive orders of aircraft and tanks are underway. The Union will stand, just as it had during the winter of 1921, just as it had during the harsh summers of 1941 and 1942!

-This requires a huge economy change.

-More military factory complexes will be established within the Siberian and Khabarovsk Socialist Republics, which will help with military production in times of war. They will also be a source of employment from refugees from war-torn Korhal.

-The Peoples Front has given us "captured gear" in exchange for a full Battleship. They have managed to send us 1 inert S-95 (no fuel and a badly damaged airframe but still intact and capable of analysis), several S-90s (which were all but outmatched by the S-35 but still useful for export) several T-44's (deemed too outdated and outmatched by both the T-85 and the T-99 series), and their own, indigenously built T-18s (which are all but completely useless)

General Order - 7

In preparation for the 100th anniversary of the February Revolution, multiple military districts are getting equipment overhauls. At the same time, historical replica vehicles are being made, while preserved historical tanks like the T-34 are being refined and restored.

  • The VK will be given a temporary set of powers that allow them to investigate suspicious peoples, conduct raids on suspected radicals, and preemptively arrest and detain terrorists. These rights will be curtailed after the 100th anniversary of the February Revolution, and anyone detained and determined innocent will receive a monetary compensation.
  • Even during a time of celebration, the Union is continuing to build its forces. Throughout the 100th anniversary of the February Revolution, all units that aren't participating in celebration will be placed on high alert, in a case of an attack on the people.
  • The S-95 delivered by the now-defunct Korhallian Peoples Front has been restored. Tests have shown that it has equal, if not superior flight performance than the S-35 at the cost of worse avionics and incompatible weapon systems. Thus, a redesigned version of the S-95 will be produced to serve in the Union. 70% of all production on the S-35 will shift to the S-95.
  • Even with increased military production, civilian factories are still being built in the Siberian and Khabarovsk SSR's. This rapid growth has resulted in a huge population increase in these areas, although they aren't nearly as large as the other republics.
  • The Soviet Union has reinforced its eastern frontiers drastically after leaked media reports show a huge naval expansion of the newly-formed High Imperium of Korhal. Intelligence from within the country show that they have...rather...strained relations with Telosia, Germany, the Union, and other countries. With the February Revolution celebrations coming up, security in that region has become as critical as ever.
  • Trade has increased with both Børk and Israel, as per agreement in the -CENSORED-.

In addition to all of the above, the Soviet Army will be receiving new regiments as part of the expansions highlighted in the previous General Order. While conventional forces have been given new equipment and more military districts, the largest increase has been the reformation of Special Purpose Military Units - or in their more famous designation - the Spetsnaz.

  • The Spetsnaz has existed prior to the Second Russian Civil War, but after the war, they have been deemed unnecessary by the Communist Party of the Soviet Union. However, as unconventional attacks increasingly become a threat, a new force is needed to counter terrorism, infiltration attempts, and also conduct raids not only against domestic threats but also against foreign enemies in times of war.
  • The Spetsnaz will become an elite force capable of conducting sabotage operations in supply lines, assassinating enemy figureheads and generals, supporting partisan forces in occupied territories, and engage in asymmetric warfare through aerial raids, paratroop drops, and other methods. Such troops are hard to train, and aren't expendable at all - rather, they will only be used if the situation necessitates deploying some of the Union's best troops.
  • It is expected to raise 5 Spetsnaz Divisions by the end of the month, with all of them ready at high alert for the February Revolution celebrations.

A major political referendum has happened today within the Socialist Republics of Romania and Bulgaria. As of now, they are full members of the Soviet Union, but as of March 1st, they will become autonomous nations under the oversight of the Soviet Union.

  • This new autonomous nation will be called the Romanian-Bulgarian Commonwealth. Everyone who is a citizen of this new Commonwealth is, by inclusion, a citizen of the Soviet Union, and has the right to travel back and forth from the two respective zones.
  • Romania and Bulgaria will have previously unheard of levels of autonomy, and will no longer receive any representation within the Council of the Supreme Soviet. However, they will have the power to form their own governments and create their own laws.
  • Security will be provided by the Soviet Union, and the governments of Romania-Bulgaria has been given a blank check of guaranteed intervention in the case of an attack.
  • All of the current laws of the Soviet Union will carry over to Romania-Bulgaria. Should they choose to adopt a new constitution, they can do so, however.

Apart from that, the state has been working hard to make sure that the February Revolution celebrations will happen smoothly. At the same time, more civilian factories have been authorized for construction.

  • The K-63 Iosif Stalin has been launched today in Odessa - becoming the largest battleship fielded by the Soviet Union. This is another step in a stronger and ultimately more safer Union. Due to this, Feofan Korzhakov will take over the job of being the Admiral of the Fleet of the Soviet Union. Vladimir Zhapovalov has accepted being redesignated to an Admiral of the Fleet, in light of Korzhakov's recently monumental designs!

Further political changes are happening. With the separation of the Romanian-Bulgarian Commonwealth from the Soviet Union, they will also receive all Soviet state-owned industries in the area.

  • They will receive a portion of the Red Navy - 10 Kiev-Class Destroyers, 5 Brezhnev-Class Cruisers, and 1 Sevastopol-Class Light Battleship will turn over towards Romanian and Bulgarian hands.

A major outbreak! The province of Chechnya has once a drive for independence! These infidels have killed any Soviet citizen who dares disagree to their plans. With the February Revolution anniversary setting in, such an uprising is a threat to national security and a threat to the people of the Soviet Union.

  • The 46th and 47th Strelkovaya Diviziya will be dispatched to neutralize these traitors of the Soviet Union. The security of the peoples is of the interest of the government. To have it taken by a Chechnian bullet is a disgrace to the proletariat class!
  • All who sides with the Chechens will be declared a traitor of the Union. Anyone who is convicted of this will be given the highest possible punishment by the Soviet Union - the sentence of Treason. Anyone convicted will be shot.

The February Revolution Anniversary is only a week away. All armed forces are to remain on high alert, not only for Chechnyan rebels but also for potential German/Telosian subversion within the country.

  • The Germans have not declared war on the Soviet Union, but their rhetoric has targeted the Soviet Union as a threat. There is a high chance that the Germans will go to war against the Soviet state in the near future. This also necessitates the building of several Army groups.
  • With this threatening rhetoric, all previous Soviet trade going towards Germany will divert either towards Bork or towards Israel. With Anti-communism remaining high throughout the German-controlled yoke, there is no guarantee of safety for Soviet transports to pass through Europe.
  • At the same time, all alliances, and trade agreements between the CCCP and Cattiria will be denied.

The security of the Soviet Peoples is the government's primary concern. To that end, there can be no cracks in the foundation of the security forces in the worker's revolution, no matter how small.

The Soviet Peoples are prouder than they have ever been before! We will not allow any Cattirian, German, Chechnyan, or others to take away the lives of the people!

Uncertain times come near...but the Soviet People will brace through and come out with a stronger and more perfect Union.

The Cattirians continue their attacks on Africa! By the day, their imperialist hands haunt the lives of the Africans who are stuck in the Cattirian yoke!

  • In response to further Cattirian aggression, the Soviet Union has passed the Kirov Doctrine - the Soviet Union will do anything in its power to stop the spread of Cattirian influence. Cattiria will be allowed to stay where they are, but they will not be allowed to expand any further.
  • To accomplish this, the Soviet Union will send two entire Red Guards militia to advise, maintain, and support African resistance in the front-lines. Direct combat, nor indirect fire support isn't necessary - the forces deployed to Africa are only there to prevent a total Cattirian takeover of the African continent.
  • At the same time, the Soviet Union will create a new Military District in the Far-East to defend against potential Cattirian counterattacks.

Only 5 days remain before the February Revolution anniversary! Security within the Soviet Union has intensified as everyone prepares for the 100th anniversary of the proletariat's rise to prominence! To that end, the Soviet Government issues:

  • To all soldiers, farmers, and workers: Your work will be redeemed! The great spirit of Lenin has protected this motherland, and it is only through the help of the collective soviet people that this state survives to this day! Our zeal will bring us from irrelevancy to glory!
  • A new Guards Military District will be found to coincide with the February Revolution. They will be the first district to receive Special Purpose Military Units. They will also have a special designation and unit composition.

War has been declared from the imperialist nations of Cattiria and the GGR. Both are widely unpopular with the Soviet Union - but with such a conflict coming so close to the motherland, a massive mobilization effort will be made to all military districts. All districts will start training and preparing for the prospect of a war with either GGR/Cattiria in the near future. This massive mobilization will stretch from the frontline 2nd Ukrainian Military District to the isolated districts in the Far East.

A national conscription act has been passed in these turbulent times. This will be implemented after the February Revolution celebrations - which will begin from tomorrow and last until the 16th. During this time, the VK will start periodically retraining several Soviet militias in various towns.

The 1st Guards Military District has been created, and will premiere in the parades tomorrow.

Throughout the Soviet Navy, all ships must be ready for combat by March 10th. Failure to do so will result in demotions, or even arrest for negligence. All ships will be at a state where they can rapidly respond to any developing circumstance.

Military factories will be completed at the very back of the Soviet Union - near the Siberian Soviet Socialist Republic. They will be nigh-unreachable from any bomber in Germany, Cattiria, or other nations, and they will also be hidden to prevent a preemptive strike.

Missile silos - especially long-range ones - will be ready for a retaliation strike in case the enemy decides to launch a preemptive strike against the Union.

All airbases will be ready to launch planes immediately. Failure to ready an airbase will result in investigation of military sabotage.

All German civilian populace within the Soviet Union in its western border will be forced to move back towards the GGR. They will be given a monetary compensation for ALL of their purchased goods and will also be given compensation as a result of lost wages. They will be sent up from Bork towards Germany.

All Cattirian civilian populace within the Soviet Union in its eastern border will be forced to move back to the ICR. They will also be given a similar compensation to the Germans.

The VK has been given additional powers to preemptively arrest anyone who wishes to instigate terrorism, sabotage, unpatriotic activities, and loathful crimes.

In the other Soviet Bloc territories - specifically the Romanian-Bulgarian Socialist Commonwealth and the Central African Socialist Commonwealth, all Soviet Forces there will also mobilize.

The Soviet side of the German-Soviet Border will be reinforced with mines, barbed wire, tank traps, and other delaying countermeasures in case of a German attack. This would also mean that all rail lines connecting to Germany will be severed off and that all roads to Germany are cut off. This would ensure that both sides cannot cross to the other - which is a blessing and a curse to the Soviet Union.

Care is given not to aggravate either Cattiria or Germany any further. If the hand of the proletariat is forced, however, then it must do whatever it takes to ensure victory for the worker's revolution.

All Soviet Troops will withdraw from the Central African Socialist Commonwealth, and the government in the area has dissolved. With the removal of Cattirian presence in the area, there is no point in holding influence in the area. Now, all African countries previously held by the Soviet Union are free to choose their own destiny.

The Soviet Government would like to clarify publically that the Soviet Union have no relations/diplomatic outreach with the newly formed Union of Southern Pacific Socialist Union. They would also clarify that the Soviet Union had no hand in the sudden change of their government and that they have not supported the communist movement in the countries.

With the new laws passed by Germany, all Soviet officials, agents, sympathizers, and others will be authorized to return to the CCCP. They will travel from Germany to Africa, and then towards Israel. The lack of a direct land route from Germany to the CCCP necessitates taking a long way around.

The economy has been reworked yet again.

Due to the recent creation of two entire Fronts, no new active servicemen will be hired for the Red Army. However, Red Guards will still continue their recruitment drives, and new militias would continue to be created.

More freedoms have been given to the Soviet citizenry.

  • The Soviet Union reserves a right for any gender to exist - but it has also passed a "don't ask - don't answer" policy, where one cannot be openly promoting and/or showing off their true gender (whether they are transexual, bisexual, and otherwise). Likewise, anyone who openly uses their gender to discriminate and/or threaten will be punished by soviet law - male, female, both, or neither.
  • Political and ideological beliefs will no longer be directly persecuted by the Soviet Government, and the public persecution of anyone based on their political ideology will be banned. However, anyone who repeats any radical rhetoric that can potentially threaten the Soviet citizenry will be punished by fees, arrests, and even potential prison sentences (Sentenced to advocating terrorism)
  • The State can no longer conduct unreasonable searches on a property, nor can the state confiscate property without a legal warrant that can be challenged by the said citizen. The object must be undeniably illegal and can pose a threat (i.e. illicit drugs, illegal weapons, bombs) to be permanently confiscated by the government.
  • Gun ownership within the Union is now legal - but not without major background checks. Furthermore, gun owners must go through legal permits (doesn't cost money but can take a process of several months), have knowledge/training on firearm handling, and etc. to own a right to a gun. This also prohibits the private selling of any gun to the general public - if weapons, ammunition, and/or other related equipment are found to have originated from someone that is not their own - it will be taken, and the person selling/giving the gun as well as the buyer will be detained and jailed.
    • Government-sanctioned gun shops will be the only method of getting a gun within the Soviet Union. They will throughly initiate background checks, gun-safety tests, and gun handling tests before facilitating an exchange.
    • "Gun-checks" will happen every 10 years to make sure that a gun is still present and to make sure that the ownership permit hasn't expired yet.
    • Currently, gun ownership has been extended to the right of owning fully automatic assault rifles - but there will be a limit on the magazine count and there will also be a limit on the ammunition one individual can buy per weapon (you can buy a lot of ammunition, but the government will thoroughly check that you aren't doing anything illegal with it, like selling it).

The Soviet Constitution has been amended greatly. For the first time in the Union's history, the General Secretary lost important powers - including the ability to dissolve the Supreme Soviet, the ability to extort money from the state, and the ability to override the orders of the Supreme Soviet. However, the General Secretary still acts as the main figurehead of the Soviet Union, as well as the Union's primary representative.

Due to the Spring Crisis, a new election will be held within the Supreme Soviet. Another amendment to the constitution now prohibits any party that doesn't fall in line with the Soviet Union's ideology (socialism in one statE), as a response to the rapid crackdown of communists throughout Germany, and Bork. However, the vast majority of the parties within the Supreme Soviet are still inherent to the general idea of Socialism - only 2 of the 657 seats of the Supreme Soviet of the Soviet Union are vacant due to the change.

Several previous laws were repealed due to their ineffectiveness, as well as their unpopularity.

  • Multi-genderism, which was brought on by General Order - 12, has been deemed nullified by the Supreme Soviet. Only a mere several ten thousand people in the Soviet Union has been classified as having more than one gender. It has been repealed not only because so few people have actually identified as more than one gender, but because it complicates the healthcare system immensely. Anyone who has been classified as multi-gender will be allowed to stay with the designation for the remainder of their lives, and they will receive aid based on the gender that they have selected to be the most dominant.
  • Discrimination against minority groups, which was brought on by General Order - 1, has been amended to include only those who have or formerly been a member of the Soviet Union. This means that any minority group that didn't originate from Ukraine, Byelorussia, Romania, Bulgaria, Russia, Khazatstan, and the other different Federative Socialist Republics are no longer protected by law.
  • The VK's temporary power to preemptively arrest, capture, and eliminate threats, terrorists, and other subversive elements of the Soviet Union, which was brought on by General Order - 7, has been amended to last indefinitely. This is due to the ongoing Spring Crisis.

Trade with the Soviet Union's more...friendly neighbors - Israel, Bork, and Korea - has increased as per -REDACTED-. Most of the material sent would be raw materials, such as crude oil, steel, and etc.

  • Trade between Germany and the Soviet Union will not continue due to their current opinion of the Soviet Union within the country, as well as the continued mobilization of their forces. They have also stated in multiple occasions their calls to destroy socialist or communist sentiment throughout the world: something that conflicts directly with the Union's ideology.
  • Trade between the Union of South Pacific Socialist Republics will continue as normal - but all shipping routes will be redirected if they lie within a war zone or if said shipments must cross contested waters. Again - the Soviet Union would like to stress that the Soviet Union does not have close relations to the USPSR, and that all agreements with said country are only limited to Non-aggression pacts and trade agreements.

The Soviet Union will undergo a massive equipment overhaul as per analysis from military inspectors. Using the widely adaptable Kalashnikov Standardized Hull, the Red Army has received many new additions.

  • The BMOP Terminator-3 is a Heavy IFV made for city combat. Due to reports of a general lack of armor on the BMT-1 series, the BMOP has been made to support infantry in areas of dense cover. Its armor allows it to take multiple anti-tank rounds, and it's armament - 2 25mm rapid-firing autocannons and 4 anti-tank guided missiles - allows it to take on both infantry and armored vehicles alike.
  • The 2S51 Volga-SV is an SPG made to supplement the Union's artillery brigades. The lack of a mobile SPG has been noted as a huge weakness within the Red Army, as towed artillery often required trucks to haul them. While it's armor is considerably weaker than the baseline T-99A, it's mobility, as well as it's firepower - a 155mm howitzer - allows it to support armored assaults with its indirect fire capabilities.
  • The 2K27 Groza is a Heavy SPAAG built to serve as an all-around excellent anti-air measure for the Red Army. Sporting 2 40mm autocannons, as well as 8 Surface-to-air missiles, it could be a valuable asset against enemy air attack. The missiles are only optimized for short to mid-ranged combat - but it is more than enough to deal with everything but the most dedicated high-altitude aircraft.

There has been reports that the Coalition of European Empires has sent a fleet to the Pacific. In response to this, the Soviet Union will pass the Salnikov Plan - the Soviet Union will do whatever it takes to resist the spread of influence of imperialism throughout communist, socialist, or otherwise leftist holdings throughout the world. The sending of an entire fleet in order to potentially contest territorial waters of the Soviet Union is evidence enough that their expansionism cannot be allowed to threaten the livelihood of Soviet men, women, and children.

Trade has increased with the Peoples Republic of China. While relations with the other USPSR nations are strained, the relative adjacentness of China allows it to be a huge investing ground for Soviet companies, businesses, and etc. Eventually, we hope to have more economic ties with the other nations of the USPSR (although it will be some time before relations normalize).

There has been a change to the Soviet Constitution.

  • Previously, discrimination against minority groups was prohibited only for those who are natural citizens of the CCCP. The law has now been amended to encompass everyone who is allied with the Soviet Union - Israel, Bork, Vietnam, Korea.
Furthermore, a new General Secretary will be picked by the Supreme Soviet to lead the country. Current acting General Secretary of the Soviet Union Vladimir Zhapovalov has said that he is willing to step down should a suitable candidate be found.

The Supreme Soviet has passed several initiatives - all related to reignited combat near the African coast.

  • The Soviet Union approach the Peoples Republic of China with a diplomatic alliance. Not only would this secure Eurasia as a strong communist foothold, but it would also allow the Soviet Union to establish a land route towards Vietnam. A full-blown alliance with the other USPSR nations is an uncertainty at this time.
  • The Soviet Union will (secretly) supply the USPSR with munitions, ammunition, material, and equipment in their fight against Germany. The USSR will also "lend-lease" production rights of the Su-42, AVS-1, and PPS-1 to (somewhat) bridge the capability gap between Germany and the USPSR.
  • Soviet personal will not be sent abroad unless provoked or otherwise attacked.

As per its program of expanding the Red Army's capabilities, the Soviet Union will divert funds from recruitment towards fixing identified issues with the Red Army. General Order - 15 would allow any non-high command officer to call in a coordinated artillery strike/air attack in an effort to increase tactical flexibility on the battlefield (and to reduce unit-delay on artillery divisions - who normally had to wait for a higher-ranked officer to consent to an attack)

The Supreme Soviet has given the VK more powers - they now have the ability to execute confirmed radicals, terrorists, extremists, or anyone who poses a threat to the Soviet Union if there is a great risk that any of the above is planning to harm the soviet citizenry, property, etc. They also have the ability to preemptively raid suspected radicals without the use of a warrant.

The first of the Lavochkin Reforms have been passed nigh-unanimously by the Supreme Soviet. They will focus on improving the standard of living throughout the Soviet Union, as well as balance the spread of power throughout the Socialist Republics that comprise the Union. This particular reform is aimed towards updating and constructing new infrastructure throughout the Soviet Union.

  • To prevent the consolidation of power, Lavochkin has officially partitioned the Russian Socialist Federative Soviet Republic into two parts. The reason given is that Russia - despite being previously partitioned into three separate Socialist Republics (Russia, Siberia, and Khabarovsk) - still retains a huge portion of the Supreme Soviet.

  • The first wave of construction is aimed towards improving the standards of living in the Siberian and Kazakhstani SFSRs, which still suffer through comparatively poor standards of living in comparison to the rest of the country.
  • In order to achieve the Lavochkin Reforms, one-quarter of the nation's military factories needed to be converted to civilian factories capable of producing machining tools, consumer goods, as well as raw materials. However, Lavochkin has maintained that the current Soviet industrial complex is still enough to still produce an adequate amount of equipment for the Red Army, Navy, and Strategic Air Forces.

The Army has received new equipment and hardware.

  • The AM-63 Assault Rifle has been reviewed by Soviet firearm Designers and has been pushed into production, replacing the AKM-117 in frontline use. However, the compactness of the AKM-117, as well as its use of lighter materials, would still ensure its use in Spetsnaz units.
  • The S-99 "Degtyaryov" Aerial Superiority Fighter has been pressed into service, replacing the S-95 within the Soviet Strategic Air Forces. However, it is hard to manufacture, requiring specialized equipment as well as rare and expensive materials to finish production. However, the Strategic Air Force has promised that it can potentially field 10% of its entire fighter arsenal with the S-99.
    • Older aircraft will not be scrapped, but instead handed off to either the Red Guards, or put in reserve. This encompasses the T-14, S-95, and any other Pre-2017 era aircraft (Su-35, Su-27, etc. etc.)

The Singaporean imperialists have invaded Georgia, our southern neighbor and a sovereign state that separates us from our allies - the Israelis. In response to this, a large portion of the Red Army, Navy, and Strategic Air Forces will mobilize to stop this threat. The Imperialists must not create a precedent where they are allowed to attack sovereign states and claim them as colonies.

  • Joining the attack will be Vladimir Zhapovalov and Feofan Viktorovich Korzhakov, both veterans of the Soviet Navy. If the Singaporeans do not stop their invasion by the end of this day, then the Soviet Union will have full authority to protect the sovereignty of the Georgian people. There can be no peace with those who not only threaten the workers revolution, but also threaten the independence of our former Soviet Republics.

The Lavochkin Reforms are still underway, with plans to construct more farms within the Southern Russian Soviet Federative Republic. The construction of more farms there would decrease the dependence of Ukraine as the "breadbasket" of the Soviet Union, and the extra food production will ensure that food shipments to the more underdeveloped regions will become more reliable and in more quantity.

While religion is tolerated within the Soviet Union, a new directive passed by Lavochkin has set up a "wall of separation" between the church and the state, citing that the clergy should have no business influencing the state's inner politics. Furthermore, this is a counter towards potential German subversion within the state, referencing the recent unification of the church and their state.

The formation of the New Macedonian Empire, as well as the silencing of the socialist movement has certainly raised concerns about safety near the border regions - especially the Romanian-Bulgarian Commonwealth, where both the CCCP and the newly formed empire has maintained an uneasy border.

The sudden collapse of the CoEE has raised concerns and rumors of an impending Romanian-Bulgarian referendum to leave the Soviet Union. Currently, such rumors have been called into question, but the risk is certainly high - with current speculation that the Red Guards have pulled out of several provinces.

  • The collapse of the CoEE has raised into question the strength of the unity of the Soviet Republics. However, a poll conducted by Pravda has stated that only a slim minority of the country advocates disbanding the CCCP, with the majority of people citing the massive Lavochkin reforms as a moment that "saved the Union from descending into ethnic chaos". Whether Lavochkin can continue to sway the hearts and minds of the people is yet to be determined.

The Lavochkin Reforms have resulted in one of the largest agricultural harvests in the history of the Soviet Union. For the first time in the Union's history, the Workers Revolution has produced a surplus of grain, livestock, and other foodstuffs necessary to feed the Soviet Union. To preserve this status, however, the Union will continue to pay high subsidies to the agricultural farms throughout Ukraine and Southern Russia.

  • The Lavochkin reforms will continue with agricultural expansion - encouraged by the latest harvest. In terms of infrastructure, the reforms will now target Ukraine, which is currently the fastest-growing Soviet Republic.

The invasion of Georgia from Singapore, as well as the current invasion of the Other Republic from the Hitlerite Korhallians, necessitates another expansion of the Red Army. This time, it would be centered in Russia.

Relations with the other allied communist members in Oceania have reached the point where the Soviet Union could restart it's transpacific trade routes with countries such as Chile and Cattiria, although trade is still rather low with the latter due to previous tensions.

An important referendum has been created by the Romanian-Bulgarian Commonwealth. After an intense debate involving the talks of the rights of the various Soviet republics, more than 90% of the Romanian-Bulgarian Commonwealth support leaving the Soviet Union, citing the vast cultural differences between that particular region and the rest of the Soviet Union. In perhaps the largest political watershed since the Ukrainian referendum of 1991, Moldova has voted to join the Commonwealth and leave the Soviet Union.

  • The Romanian-Bulgarian Commonwealth will no longer adhere to a communist government but instead will turn into the second major Constitutional Republic in Europe - the other one being France.
  • The Romanian-Bulgarian Commonwealth has agreed to lease the Soviet Union most of their naval ports due to their relatively small navy and to ensure that the Soviet Union could ensure that they cannot be invaded through the Black Sea. To help out the new Republic, the Soviet Navy will give the newly formed Commonwealth 1 Bolgariya-Class Battleship, and 1 Rumyniya-Class Battleship.
  • With three members of the Soviet Union leaving in such a short timeframe, the ensured political survival of the Soviet Union has been called into question by critics of the country. However, a huge recent success of the Lavochkin Reforms has stabilized independence movements and localized nationalism throughout Ukraine, Byelorussia, and most importantly, Russia. Many in the Soviet Union hold Lavochkin in the same high regard as Lenin, the original founder of the state.

With the leaving of the Commonwealth, as well as Moldova, the Red Army, Navy, and Air Force, was expected to have a massive restructuring in order to match a decreased population pool, lowering tensions against the former CoEE nations, and other factors. However, the recent rumors of Korhallian Aggression has curtailed that plan, and it is now confirmed that the Soviet Armed Forces is due for another expansion.

  • The Korhallian situation has led to one of the largest standoffs in the Siberian peninsula. It is expected that both country's relations are untenable and that Korhal will turn their attention against the Soviet Union in the near future after the consolidation of their current territories.

A new arm of the Soviet Armed Forces will be revived - the Soviet Strategic Rocket Forces. Due to an absolute ban on nuclear weapons on all nations, it was found that the Soviet Union's ICBM force had little use, and was mothballed. However, with modern thermobaric weaponry, it can change from a force that specializes in urban destruction using rocket-based WMDs to a force that can deal with conventional military units using more precise, high-yield theatre-based thermobaric missiles.

The Singaporean Government, as well as the Soviet Union, has negotiated a ceasefire on Georgia. Terms will be set to cut back tensions between the countries - most likely through the withdrawal of Singaporean troops from Georgia.

The Lavochkin Reforms will result in the creation of nuclear-power plants throughout Siberia, which is expected to cover 30% of the Soviet Union's power supplies. This would lead to a massive reduction in power generation, and it would lead to a gradual reduction on the reliance on oil and coal plants. To prevent another Chernobyl disaster from occurring, all of the reactors will have multiple layers of redundancy and fail-safes.

The Soviet Union now exists in a state of war against the Hitlerite forces of Korhal, after the brutal and unforgiving raid on Magadan. The so-called "High Emperor" will bleed, hammered by the industrial and military power of the Soviet Union!

  • Since all of the Soviet Union's forces were mobilized months ago, all that remains is the redeployment of 3 entire Air Armies towards the Far Eastern District. In the meantime, those who are already positioned in the Far-East will defend their motherland as their comrades catch up!
  • Rationing will be implemented throughout the Soviet Union during such times of crisis - however, it will not be severe, and the economy will only be partially mobilized due to the ongoing Lavochkin Reforms.
  • For the first time since Lavochkin's appointment to General Secretary, the Soviet Union will start raising up new Fronts to combat the Korhallians. Furthermore, all equipment will be updated to new Soviet Standard to boost the Army's capabilities during wartime.
  • While they have been historically limited within the Union, private companies will now be allowed to help the war effort through the manufacturing of war materials, with the government paying money for each piece of equipment delivered to the front. To ensure that quality control exists, they will undergo some testing to make sure that companies aren't sending defective or shoddy products to soldiers.

The Soviet Union has negotiated a deal with the Singaporean Empire to finally end the Georgian conflict. In return for raw materials which could be used to further the worker's union, they will receive unpopulated islands isolated near Siberia. This has been a relatively controversial issue in the Union, with many people protesting compromise with any imperialist power, while others praise a potentially protracted war against Singapore.

The yearly social/economic report for the Soviet Union has been compiled, revealing some insight on the performance of the new Soviet government:

  • Agriculture in the Soviet Union has grown tremendously, mostly due to the Lavochkin Reforms. This means that the Soviet Union could theoretically be self-sufficient food wise if trade is cut off with its allies.
  • Living conditions throughout the Union has increased, partially due to the relaxing of strict governmental control within the industry and commercial enterprises in the state. At the same time, however, income inequality, especially in the more sparsely-populated republics, has grown significantly.
  • Unemployment in the Soviet Union is essentially non-existent, with more than 99.4% of the country employed in some sort of labor. More than 87% of the people are literate, with a significant majority also attending advanced education within the State.
  • The country is experiencing a huge boom in GDP, the likes of which put the previous economic booms in the 1950's to shame. However, critics have argued that the Union has backslid into capitalism through the legalization of private enterprises. Others have argued that the liberalization of the economy has stimulated competition throughout all industrial sectors.
  • More specialized jobs has gained popularity due to the raising of the "wage barrier", allowing them to earn more than the regular laborer. This has led to some amount of income inequality within the cities, but not enough to make it a sufficient issue.
  • Public services within the Union still remain mixed - with the most represented FSRs containing the most responsive and supported public services. The more sparsely-populated republics, however, still have relatively slow, or even non-existent public services.
  • The public has mixed views about the Soviet Union's allies. While Vietnam, Korea, and China are held in high regard, many question the Union's agreements with Cattiria and Chile, who were once imperialist powers.
  • Lavochkin himself has easily become one of the more controversial leaders of the Soviet Union; with admirers comparing him to a modern-day Lenin, and with critics calling him a con-man and an arrogant capitalist. However, the vast majority of the Union has agreed that Lavochkin himself has accomplished much throughout the country.

A new Soviet Front has been successfully organized in the face of the dangers presented towards the Soviet Union. The 3rd Byelorussian Front will officially join service with the CCCP by the 5th of May.

As a response to the "Kekistani Wall", the Soviet Union's Engineer Corps have started a long process of once again setting up strategic and tactical barriers to limit a potential German advance into Ukraine and Byelorussia. Furthermore, more strategic barriers such as the creation of human-made "swamps" and more tactical barriers such as the massive establishment of tank-traps will be established northwards, near the strategically important city of Leningrad.

  • With the subsequent joining of Bork into the Kekistani Empire, the North-East has seen a massive surge in "Red Guard" militia formations. Likewise, the recruitment surge is thought to be temporary, but it would have an immense effect on the fighting capabilities of the Red Guards.
  • The Red Guards have also been allowed to retain military vehicles for their use - although not top of the line equipment used by the main army fronts of the Red Army. Likewise, most of them consist of long-obsolete tanks like the T-55 and the T-62, which, while useful for fire-support, is ultimately useless in a direct tank versus tank attack.

The Lavochkin Reforms have officially ended with the final improvements to infrastructure in Ukraine. Overall, the reforms have doubled life expectancy in the lesser republics and improved the standard of living throughout the entire Union, with a subset of the population's standard of living increasing dramatically. However, Lavochkin has hinted towards combating income inequality if it ever becomes a problem within the Union.

Lavochkin officially announced today that conflict and tensions with the CCCP's former rival, the United States of America, will come to a close. With this, the General Secretary hopes to finally relieve the tension between the two regions that have existed even after the original dissolution of the CCCP in 1991.

An entire Aviation Division will be sent to Vietnam to assist the Vietnamese People's Army in removing a suspected "Islamic Revolution" in the area. They will arrive in S-52MS Sturmnovik Attack Aircraft, allowing them to perform Close Air Support in support of potential Vietnamese advances.

  • The Soviet Union, along with the great coalition of Korea, Vietnam, Telosia, Chile, China, Cattiria, Philippines, Carribean, and France has simultaneously attacked the Kekistani menace! The response has been overwhelming.
  • The country will switch towards a War Economy. Goods, while well-stocked in many locations, will be rationed to prevent widespread shortages within the state. New industry will be built in the Urals. The Soviet citizenry is tasked with defending the motherland, to ensure that what is ours stays ours. To that end, the state, as well as the people must commit fully to maintain and facilitate the war effort.
  • All military units are to maintain the highest possible level of alert. We cannot let the Kekistani Empire catch us wrong-handed.
  • The primary goal isn't to partition the Kekistani Empire but to replace the threatening, dangerous, and unstable monarchy of Europe with a country that cherishes the values of democracy, liberty, and freedom over intense, ethic-driven nationalism. To that end, the Soviet Union will not claim any reward from this conflict, nor will they demand any reparation payments from post-war Germany.
  • A message has been sent to the formerly-Borkish territory of Norway, Sweden, Denmark, and the Baltics asking to join the war effort to bring forth a more stable, secure Europe in exchange for the German province of Schleswig-Holstein, a province that has belonged to Denmark before the Napoleonic Wars.
  • The Soviet Union promises to ensure the complete facilitation of a Post-War Polish State, finally free from German rule. This future Polish state will not fall into the influence of the Soviet Union, but they will have the honor to pave their own destiny. For long enough have the Polish suffered in the hands of foreign occupants, including our own.
  • The Soviet People cannot assume that victory has been insured, lest they repeat the grave mistakes of Napoleon, Wilhelm, Hitler, and Gorbachev. Indeed, the Worker's Revolution must act as if this situation may be their last. If it fails, then the Revolution is done for. Therefore, we cannot half-heartedly commit. We have joined this war not to fight, but to win...for our Motherland, for our General Secretary, and for the Worker's Revolution worldwide.

The War continues!

  • To further reinforce the frontlines, two new fronts have formed, in an effort to replace front-line losses. The 4th Ukrainian and Byelorussian Fronts will be sent to combat in the Vistula immediately.
  • All men to the front! The Red Guards have been ordered to mobilize and reinforce the Soviet Strategic Reserve currently battling at Warsaw's gates.
  • To celebrate the complete and total destruction of Kekistani forces at the Kekistani wall, a 120 gun salute will be commenced at Moscow.

The Soviet Union officially employs more than 4,600,000 personal at all times, but during wartime, the available manpower pool can quickly rise to much larger numbers. This aircraft will not be fielded under any circumstance, and will only be used during celebratory parades. Furthermore, the S-99 program is too expensive to maintain. Carriers: The current carrier force is substantial, but could do with some expanding. The Gremyashchy-Class Supercarrier is enough to uphold the Red Fleet, but later designs can prove decisive to the rest of the fleet.

The Strategic Missile Forces of the Union of Soviet Socialist Republics (SMF-USSR), also known as the Strategic Rocket Forces, is a branch of the Soviet Armed Forces that controls the Soviet Union's strategic missile arsenal, as well as specializing in strategic missile deterrence operations. It was founded in 1959, during the height of the Cold War and high tensions regarding the Soviet Union's and the United States' missile forces.

The SMF possess a wide variety of missiles, but are mostly charged with the task of missile deterrence and anti-ballistic missile defense operations. They also control the Soviet Navy's arsenal of submarine launched ballistic missiles (SLBMs). The SMF operates a vast amount of facilities and bases spread throughout the USSR, the bulk of them being located in secret locations across Siberia. The SMF is best known for their role in Operation Anadyr, the highly classified mission to deploy nuclear-capable missile to Cuba in 1962. Though the SMF do not operate any nuclear warheads currently, they do field powerful thermobaric warheads.

The Strategic Missile Forces are made up of 80,000 personnel, and are under direct command of the Supreme Commander-in-Chief of the Soviet Armed Forces, General Secretary Vladimir Degrtyaryov. However, they are also authorized to take authority from Generalissimus of the Soviet Union Feofan Korzhakov. The commanding officer of the SMF is Colonel-General Sergei Karakayev.

We are the Internal Commissariat of the Soviet Union (Russian: Внутренний Комиссариат СССР), or simply VK. We are a Soviet military counter-intelligence agency and secret police force. Our parent department is SMERSH (СМЕРШ), military counter-intelligence agency. Even thought it is a government agency, it still covers the tasks of civilian and military police. VK is the successor to the previous Committee for State Security of the Soviet Union (Russian: Комитет Государственной Безопасности СССР), or was simply known as KGB, and the poorly operated and short lived Z-Force agency.

VK was formed in the wake of uneasy political tension in the Soviet Union, on April 12th, 2016. Our main job is to, as it states in our description: "To protect the citizens of the Soviet Union, to counter enemy intelligence, to help enforce the laws of the Soviet Union peacefully without any violence and to protect the ideals and beliefs of the Communist Party".

VK has many divisions. However, our most notable division is #268, which is the largest out of all the divisions with over 150,000 agents and officers registered as of 2017. VK is headquartered in Moscow. VK also has divisions which are headquartered in the capitals of the Union Republics. Each division is ordered to obey the commands of People's Commissar Vitaly Rostislav, the head of the Internal Commissariat.
